There, at the bottom, will be the Launch Options tab. Select the Properties… option and navigate to the General section. In Steam, before you load the game, right-click on the Cities: Skylines icon to open the options menu. If you want even more options beyond unlimited money and everything unlocked, there is a way. Simply toggle the On / Off button to activate these cheats. Scroll down, and you’ll see the Unlimited Money, Unlimited Oil and Ore, Unlimited Soil, and Unlock All options.
Now you’ll have access to not only any installed mods but several preloaded mods included by the developers.
